Is it butterlib being out of date that causes the character in the inventory, party etc screens to bug out and levitate because i remember this being an issue until butterlib reupdated?

For people worried about the error/warning when booting the game.
This is quoted directly from Aragas, the creator of BUTR Stack Mods, on the Harmony Nexus Comments page:

The game developers assume that we target specific dependency versions in our mods (like, we require Harmony 2.0.2 SPECIFICALLY), but in reality, the standard practice is to declare the minimum supported dependency version for a mod (like, we require Harmony 2.0.2 or NEWER).
Because the game developers do not follow this practice, you get this CAUTION screen that gives you misleading information.
Do not follow it's recommendation and do not downgrade dependency versions!"

do I need to unsubscribe and then subscribe again to update or does it happens automatically?

unless harmony devs are spitting out updates faster than the rest of the modders on here

steam installs the wrong BLib and UIEx (also MCM) version and there's an incompatibility between the three and Harmony (requires v2.2.2.0 but steam installs v2.4.2.0)

is there anyway to access a version that is only 1.2.12, i am trying to run realm of thrones and butterlib+uiextender are crashing it due to them being updated to 1.3

For those of you using v1.2 and keep crashing on startup.. I unsubscribed harmony and subscribed to the v1.2 version and it worked for me. I recommend verifying all your ocre
mods are for your current version.

Oh, actually, it looks like the version isn't changed in the XML

Steam is still downloading the outdated 2.10.0 version of this, even if you delete the files, unsubscribe and resubscribe.

it seems like we can say goodbye to playing with steam mods. Nexus way is ♥♥♥♥. nothuing works. you need a sepparate luncher thats imposible to get it running. Very nice. We can start making friends with vanilla.

These 3 or 4 important mods are update or running actually, the trouble is... you need a extra esential mod now with the beta version 1.3.x

and its just in nexus and i did not understand how to install... if anyone can push to author of that mod to put it in steam could be awesome, because i never got these 3 esential mods run by manual download in nexus worst the new one

Don't cry like the loser Spoony and do some searching like an adult. Google nexusmods and find the updated version there. Or make a crybaby copypasta. Your choice.

Should I stop using Butterlib and use this instead or should I use both?

this mod is the only mod the makes my game crash and I swear I've done everything, I only got the 4 mods which was harmony, butterlib, etc. Did everything from BLSE, Unblock Dll, to modding on vortex
