[KRX] Energy Rework (Coal/Nuclear/Dam to Energy)

Quick port to Kaiseredux of a mod made to:

A. Give Commercial Nuclear Reactors way more play in terms of the new energy mechanic.

B. Bundle Nuclear & Coal into one, "Energy" resource.

C. Adds Hydroelectric Dams, both local (15 Energy) and National Hydroelectric Dams (110 energy).

Commercial Nuclear Reactors will produce 250 Coal/Energy.

Update: Synthetic Refinery energy was removed in favor of hydroelectric dams.

National Hydroelectric Dams can only be built in coastal areas. Tried to make it so all dams could only be built along rivers, but this proved difficult as there is no active rule within the game for it.

This hasn't been play-tested, may update for more when tested both with late game energy & minor nation use.
