This city has stood for decades; individuals and groups have come and gone, powers risen up, and stomped out... It is the year 2020, and a new era has now emerged, one of the legendary, and one of unknown. When veterans meet rookies, when officer meets criminal, when order meets chaos, the results will pave the line of history itself.

The future holds a bounty of new technology and opportunities, with the introduction of nanotechnology, bioenhancements, advanced robotics, but times have changed- a third World War in 2011 shattered the sovereignty of the United States, and with most of the country in turmoil, martial law is the new Constitution. Cities such as New York, Pittsburgh, Chicago remain almost completely without electrical power for their civilians. Military Police rule the streets under the iron fist of the appointed Chief Administrator, and the only resistance is the struggling International Anarchist Network and their comrades.

A nanotech-virus was released by an unknown source in 2013 and has ravaged hundreds of communities since. This virus, nicknamed the Vampire Virus, causes the infected individual to develop an ever-growing thirst for blood, but gives them enhanced reflexes, muscle growth and resistance to physical damage.
