Before you say it wont work, it does, it's been documented. They apply 1 year matchmaking bans that differ from VAC bans, Here is how to do it.
1. You need a demo. (Do to this, enable the console, and in the console type "record (namehere)".

One way to get the hackers prespective is to temporarily disconnect from the game, then use the spectate a friend option (this only works if anyone in your team is on your friendlist), then record a demo on him, then reconnect before the 3 minutes are up.

2. You need the report ticket number when you report someone.

3. Link to their steam community page, do NOT post their STEAM ID, as it is regarded as "private" info. So how do you do it?

Make a new thread with the title "Reporting a hacker" or something like that.

Upload the demo to a filehosting service, for example, http://www.mediafire.com/
Post the link to the demo.

I made this group so people can idle in the chat or hang out and talk about random stuff. If someone comes in and needs you to spectate someone they suspect is a cheater and you are not busy please do this for them so they don't have a 3 minute window to catch them cheating and take the chance of not being able to get back into the game. You will have to add them to your friends list for the time being and nobody is forcing you to keep them there, but if this group works out well we might be able to cut down on at least some of the blatient cheaters we have in our pug competitive matches. If you are in casual it is very easy for you to follow theese steps by youself this is mostly for competitive match making because you have 3 minutes before you are kicked from the game and recieve a 30 minute to 7 day ban from match making.
