On average accounts will be banned within 4hrs with 35-40% OW banned just outside of 1 hour. The longest TTB was 9hrs and 12hrs respectively.

The shortest TTB was before the match ended. I reported on the first round, the cheater was kicked for being AFK in the 12th round and couldn't return in the 14th round as he was banned. I suspected he was actually OW banned from a previous game, but this was soon discounted after we added each other and talked it through. We were both in disbelief.

11 reports seems to work fine and there does not appear to be a correlation between number of reports and TTB; although I haven't collected enough data to confirm. In two recent cases 25 reports TTB was 3hrs and 30 reports TTB was 1hr; 11 reports as you know is frequently under 3hrs.

Reporting should be done before the match ends although I haven't experimented too much reporting after the game. However recently I reported with 30+ accounts exactly 2hrs after the match and without the guy playing again (he was offline after the rage). He didn't get banned despite the # of reports.
