The Group for Citizen 13 a idea for a Great Mod

a mod i want to make ,but i can't mod,map or any other things like that; but if i do make it this is the offical Group.

Here is a idea i have for it.

So your name is Joe Mitch ,but since the world is controlled by combine your name is Citizen 13.Your 21 and your being moved to a brand new city called city 13. ironic for the Numbers..... Anyways your on a train like HL2 and you meet two siblings, named Jack Dean and his sister Lisa Dean.Jack is good with a knife which some how sneeks a knife through Combine security.... later you follow them to there "Fancy" Apartment you find out that they have relations with a man called Dr.Wallace Breen. The weird thing about it is that They're ploting against him.So you go to a Ghetto like place in city 13 which was the original part of the city. where you meet some combine traitors and Weapon dealers. i have alittle more when its time to make the Game's plot and have more ideas like: Day and night where in some levels you have time and it gets lighter or darker depending on the time you have. Also there will be effects in your action like if you fail your mission it's not GAME OVER it just reChanges the Difficalty level or diffrent missions.Finally i know it's going to be a pain, but i think it has great potential.if you like the plot then join, and if Valve sees this and likes, it take it just give me Credit. So thanks i just want to make it to play and let other people have fun playing.
