Third Echelon was a top-secret directorate tasked with spearheading the American information warfare initiative. Its primary goal was to serve as the equivalent of Special Forces in the modern age of information warfare.

Its most significant initiative is the "Splinter Cell" program in which lone operatives, called "Splinter Cells", did field work in sensitive areas around the world. Their work was the blackest of black ops, retrieving the most vital intelligence and acting on it in ways that other operatives cannot. Unlike the CIA's field operatives, their identities were kept secret, even from other government agencies.

The insignia of Third Echelon consists of an eagle's talon which stands for two things: the first of which is the continuity between the ECHELON units and the second representation of the talon symbolizes the way the agency does business with the ability to strike silently, suddenly and with deadly precision. The surrounding black circular border features "Third Echelon" around the top and five five-pointed silver stars underneath. Four of the five stars represent the Four Freedoms: "the freedom of speech and expression, the freedom of worship, the freedom from want and the freedom from fear," while the fifth star at the center represents the Fifth Freedom, "the freedom to act in defense of the other four"
