Im trying to play with friends, and all friends cant do anything once on the screen, doesnt matter who is host. is this a bug?

me and my friend of tried everything from switching our refresh rates ( like some people said would fix it) to verifying the files. nothing seems to work. would love to play this game with friends. one of my most favorite recent games

It's not that I don't like playing online, it's just that I want to be sure I can complete the game 100% in case the multiplayer is dead...
