Simply advising that if you are going to go as far as to make public accusations, something more substantial than the built-in DLC piracy checks, which are susceptible to sync issues, would greatly benefit everyone involved. In his case, you were absolutely right, but in mine, I had to deal with a few minutes of being legitimately confused while hearing "You know what you did" over voice chat. That wasn't exactly pleasant.

I despise cheaters just as much as you do. The hardest part of getting my One Down mask exclusively through hosting public lobbies, aside from day one of Goat Simulator, was making absolutely sure everyone in my lobbies was legitimate. That said, all you need to do is add them to your NGBTO blacklist, bail from their lobbies, and just play elsewhere. If anything, get in touch with the community moderators. They are, in my experience, very happy to help out with cases like these, at least to the extent of their capability.
