I got a question about community online tools installation

I got the files needed now and a .json file in players folder with my 64 ID. I copied the text file over and renamed it to the steam 64 id and everything is set to 2 and i still cant get the menu. Am i doing something wrong? I got the files needed that were created in the folders i made which didnt work last time. Now I'm stuck and cant seem to add myself to admin properly to get the in-game menu. please help.
