open the file config_mp.cfg in any text editor
search for the cvar cl_mouseAccel
change the value from whatever it is to 0
search for the cvar r_elevatedPriority
change the value from whatever it is to 0
search for the cvar in_mouse
change the value from whatever it is to 2
If you still have issues after changing these values, try setting your mouse polling rate to 125Hz instead of 500Hz or 1000Hz. This can be done in the control panel of your Mouse (e.g.: Logitech Gaming Software).
