The SDK is included in the bakkesmod files. The sdk can be found in {STEAM INSTALLATION FOLDER}\steamapps\common\rocketleague\Binaries\Win32\bakkesmod.
I will probably create some programming docs later, the code is pretty self explanatory now though. The source code for default plugins can be found at https://github.com/bakkesmodorg/BakkesMod2-Plugins .
