i want to play new map and add ranked mode to level up

Shrine of Entanglement can only spawn once in signleplayer run?
Im already 40 layers deep and i only got 1 shrine of entanglement and i checked the maps always so i didnt miss it, is it intended that only 1 can spawn the whole run or am i just unlucky?
