turn on quetz and gig spawns. they should not be exclusive to only few tribes. and yes! quetzes normaly insta spawn as soon as get killed or tamed and they aren't rare at all. here is the proof recorded on official server https://youtu.be/V9w0bLPyM2s

Maybe whipe some tribes which arent playing anymore? Some of them are blocking good spots for base fot next 8 days..

The server is really laggy it needs wiped. and The centre is really bugged wich is the reason most servers change to the island.
