Report a translation problem

I'm Spanish and i want to trade with other user but he is in the "ROW" region, but no "ROW: EU" like me
Others doing the same thing - mods - nah they are find we should target this guy
How do I report this behavior? How do I ensure the trade post reflects this user acted dishonestly? I don’t know if I closed it correctly using ‘abandoned’. That makes it look/sound like my fault. Thanks.
As far as I know all the keys from that giveaway was revoked by the devs.

Anything you buy should at least be redeemable in the EU. Additionally, it's extremely uncommon for something bought in the EU (outside of Germany) to be region-locked at all. Keys almost never have run locks (can redeem but can't play for ~90d if in wrong region), just activation locks (redeemer will get a "Game not available in your territory" message).
If you get a key that's region-locked, activating it will show "Game not available in your territory". If you receive it from a trade via Barter, attempt to reconcile, and if that doesn't work, open a dispute. It's generally on the trader's end to make sure that region locks are labeled properly on their tradables. Once you are able to successfully redeem something, you should be able to play it no matter where you live.

Anyway, if the trader has a good reputation on SteamTrades, you can feel better about trading with them. Don't be afraid to ask what the key's source is if it isn't already clear. Some of them buy unbundled games on deep sales and trade them for other games, but again, that's an aspect that's still vague to me.

Problem solved
I have this thing called a life and work, how do I block people from sending me trades that last less than 48 hour?!
Although it does seem like an accusation, it's a bug report. If the offer disregard preferences, there is something broken with the offer system or the effects of the preferences are explained correctly. Although, it would be difficult to diagnosis the problem if the disregarded preferences reason was due to an unshared one rather than one set on the profile.
How did that happened? A while ago, cancelled offer status changed in order to show whether the offer was cancelled before or after it was proposed. The offer stats were counting the latter cancelled offers, despite not being visible when viewing offers. I applied the update yesterday and it correctly stopped counting all cancelled and discarded offers.

There were many tags missing collection ids, and therefore the pending tag appeared not to be your tag and therefore no one had the correct permission to remove it. I manually fixed the affected tags, set up an automatic process to fix any new tags with this bug, but I still need to determine the code that causes this to happen.
