Austria is not going to war with Switzerland we just put troops on the border because of their hostile actions to try to oust me from the tier. If they want to go to war I will let them throw the first punch.

That's not what I've been told. Void means whatever happens did not happen. Therefor, the Netherlands still exsist, and from what I've been told will keep it's current status.
