sorry, it isn't 24/7 but he can have as much players as he wants, also if you want an actual unturned team I suggest that we go on a dedicated server, the bad news is that dedicated servers are usually down in unturned 2.0, if you have been playing for the last week. I suggest waiting for unturned 3.0 update. I have played the beta and it looks very promising.
