Suggestion: Armies should really only be a percentage of the population, something less than 50% as most people would be working on family owned farms. Not to mention people sometimes have large ass armies that would be most of or exceed their total population.

The owner should be able to see it, even if the admins can't. I've never heard of a situation where Steam History logs do -not- show up for the Owner.
