The seasonal point shop badge is just a way to convert steam points into levels. Basically you'll bother with getting and level one up, because of having nothing better to spend the points on, or you're in the market for a badge that is relatively rare due to the monetary cost.
You don't get them to brag about them or show them off. You get them to go up a few more levels on your profile. In a very real sense it doesn't matter how they look, or how much actual effort has been put into them, and this is someone with a level 28 badge telling you this.
So yeah making a nice badge is not everything, but it's a whole lot more than nothing.

Anyways... Same complaint every single time a new seasonal badge is released. Nothing new.
