It's a very bad time to be buying a new PC. My advice would be to check ebay and other marketplaces for used PCs to see if you can find a halfway realistic price.

That card is reaching a decade old, so even if you get one that works it may only have a short life left. If the buyer is willing to replace all the thermal pads and paste, and maybe even try and look for some replacement fans then it may go for longer. Personally, I'd recommend a new budget card with some warranty. The DDR4 machine is fine, though.

It might not a bad idea these days to grab a used office PC (refurbished companies) and upgrade it. You might find something that is 2 or 3 years old as companies discard them for cheap. Just make sure it's compatible with a full size (at least 2 fan) GPU. Preferably all ATX or micro ATX. At least the PSU.

Many years ago I bought and HP SFF Core2Duo that was quite cheap and a low profile GPU. It was very reasonable money for what I got. But I don't recommend the low profile route as they are hard to come by (I got lucky, I admit).
I've also bought a few refurbished "office" laptops for friends and family. Some of the "corporate" lines are much better and far more resistant than most "consumer" laptops. I even bought for myself a Panasonic Toughbook that is built like a tank and has 15 year old batteries that still hold charge for 2 hours. Had it for ages. Wasn't looking for a toughbook but it was about 120 euros or something. All I did was replace the HDD with an SSD (wasn't necessary). Most times I only need a laptop for light browsing and command line stuff anyway.

As for GPUs, a 5060 8GB is pretty decent at about 300 euros. Or the 5060ti for around 400/450. I also got an ARC A750 8GB used with 3 year warranty for 155 euros at used parts chain. You can't beat that.

Now, it all depends on the prices you get these days. I upgraded my PC in the summer and built a budget PC for the kid in October. Talk about lucky me... RAM is crazy expensive, SSDs are about double the price.

The legendary GTX 1080 Ti sits on the throne like an immortal king, while newer cards like the RTX 3060Ti, 3080Ti, and even the mighty RTX 4090 and 5090 bow before its greatness.

What makes this so damn funny is how the 1080 Ti released in 2017 still commands respect in 2024. It's that one graphics card that refuses to become obsolete despite its age—the perfect price-to-performance ratio that haunts NVIDIA's marketing team to this day. Gamers still cling to it like it's the holy grail while newer cards struggle to justify their kidney-selling prices.
