Make sure steam storage library and drives is present.
Then there is Anti virus app issue with it, steam.exe and games.exe is on exceptions rules.
+ check qurrantine folder. you cant DL a game if file is blocked.
have enough free room at all drives,
this mean 200gb+ as minimum free , problem here there is games DL that 150gb that mean 450gb a 3multiplied in size + 200gb still at end, game installation has expanede alot last 10-20year they are not 25/50gb anymore.
and have steam install at SSD. this is seen before defaul installation has cahnge to slave spin disk, can reduce speed even more.
and you also have games that is SSD only, so there is alot of thinsg many have a yet see steam storage for what is default drive.
adn you can try chnage steam DL server, its matter i know matix and path to a sevre othre do not use or can becuase they can only get to nearest for them, and you come from diffrent angle, such things matter sometimes.

and we assuem its not a SSD firware update issue and drive is okay, and actual work as it should.
You need to know alot of this and then its not taht you are in troulbe.
do not have exfat formated drives NTFS has more system rights, and windows yser do not use that formatted disk format unless they talk with mac and linux pc.
steam also change compression ration for 1gbit lines, and require win10+
so im not sure your SD card is fast enough to deal with compressed files, and stem use a write on the fly with it files.
There is a loophole you can install it othe place and then move games to SD cad, and sometimes it work fine, but as i said you fail in unpacking and write the files on the fly , drive is to slow.

Do note, i have never use a SD card and do not need to do so. ( i and other use internal SSD or spin disk to old game. )
now it not onley games .. any thing im trying to install just freeze on 1% even apps
When you have no spare gear you can not test anything.
You forget somthing here, we as steam users can only test and proof something, we dont fix hardware , thats hardware support of current product , we can only replace or test with alternative gear.
You’re better off installing to local storage and then moving it to SD card, assuming you don’t have a bad or fake card.

I downloaded many games without troubles
Only while downloading AC odyssey
so no need to ask why imo ...
This rather sounds like a broken SD card. Note that SD cards do not work well if constantly (re)written to.
I play the games without any issues
I even test it on another Steam deck no problems with it
Just while downloading AC Odessey it freeze 1% forever
I tried many things to fix it but nothing works
Today I'm going to try another SD card to see what will happen.
pll in the past that use such small tiny OS boot SSD driver can tell you lose of performance issue with it, this is well know among pc tech dude with lack of free space.
other user also explan this install game from other place then use steam storage to move to the druve.
