Edit: Delete localconfig.vdf file and restart the client.
Aha, that does fix it. Thank you. I guess when you delete everything, Steam must download a copy from the cloud (I saw an old backup file from 2016 in there), but if you delete just that file, it starts fresh.
This will reset some of your local configuration, so you'll have to go through your Steam settings and set up, for example, broadcast options and some controller options like "use xbox controllers", but it looks like all of your input configurations will be preserved.

Can confirm, I see some of my client setting got resetted but my custom controller configs are still there. Thank you Smookio and Corrodias for all the help!
My controllers are all in X Input mode, yours worked in D Input only, so that tracks.
They need to fix this ASAP, like, yesterday, because the config delete file is not working for everyone (I consider myself one of the lucky ones that it worked).
How THIS sort of bug can creep in an update is beyond me.
It's a pain but that did it.
Only Valve can fix this. I am so sorry for you if you can't get it going, as that's inexcusable. Even games that HAVE to use a controller and rely entirely on Steam's native implementation were broken and appearing blank without any buttons to assign and no game name. I am still trying to wrap my head around how they did such a monumental s***w up, and I even tried enabling beta which did install another update but that didn't help, so I think without these topics they would have been totally oblivious to it.
(Mentioned the cloud as I believe it's at the core of this issue, but I could be wrong).
