Even if it is installed, without connecting an account it should not do anything; it remains inactive. This is partly speculation since I can’t test it, but it matches what other players report.
It’s like putting a sound system in a living room (installation) and either turning it on (connecting an account) or leaving it off (refusing), or not installing it at all (deleting or renaming the setup before the first launch, or else uninstall and delete or rename the file).
im on a new computer and never had to do any of that and i just bought the game a few days ago so nothing has changed
epic online services is not an epic account.
i would just buy the game and install it, check for yourself if you need to make account then refund it
