Anyway, it's been bad since GOT released as the AI was upgraded behaviourally but was not improved in knowing how to make more powerful templates or prioritizing tank production, as well as optimal designs for tanks and planes (all these things do border the line on prioritizing gameplay vs history).
But with NCNS came airbase rights, which allows the entire Allied air force to support the Soviets when Operation Barbarossa launches which of course completely exacerbates the issue by denying the only thing the German AI has which is air support.
Maybe if you boost Germany from game settings it can manage historically. But if Germany manages to beat Soviet, it can steam roll after that really hard, so it is two edged sword. All in all new systems has made German performance much more random aka stronger tilt to one direction or another, and most often to the weaker.
