Do you try to send too many?
I have managed to send them without problems, but your Air wing can not be too big!

How many air wings do you have? How many airfields does the recipient have? How much land does the recipient have. All these things affect how many wings you can send.

the problem is that I can send air volunteers to any country on the axis except Germany, I can even send air volunteers to the commissioners
