No. Or at least not as far as I am aware.
You can only Control the Number of Stacks by Creating a Storage Zone or Shelf and Only Allow that Specific Item on there. Thus then having a certain Number of Stacks of Storage for that Item.
But You unfortunately cannot Set a Specific Number as a Limit.
I myself Generally use Specific High Priority Storages for most things. And a Backup Low Priority Storage that allows Everything. Thus Overflow and Stuff that has no Dedicated Storage going in there. Telling me that I either lack a Seperate Storage for that Item or that the Dedicated Storage for that Item is Full.
Therefore keeping the Dedicated Storages Clean from clutter.
I also usually have a Waste Zone. (Which is outside and thus Allows for Deterioration) Which has a Normal Priority. But only Accepts Items for which I do not want to have more in the stockpile than whats in the Dedicated Storage.
Thus the Overflow of these Items is Placed in the Waste Storage and Deteriorates over Time.
(The General Storage thanks to Low Priority will Accept the Items if the Waste Zone is Full. And will then gradually move them to the Waste Zone once Space clears there. Albeit You can also just make the Waste Zone very Big to avoid that.)
It's important to also tag off all other storage spots from whatever items you don't want there.
Let's say I have a big shelf for clothing, another for weapons, a container for steel, one for plasteel and so on.
Usually I also have a big storage zone for some overflow for everything else I don't have a specific spot for. I just recently got a quest that gave me a huge load of plasteel.
I also use priorities to help with organising or to keep certain items in a certain place first. I have a big colony and a gravship that I use as a big shuttle with beds for long missions. I have survival meals stored there first until the specific shelves fill but then keep making some more to store at the kitchen area.
I also have one big container for wood (don't use much). If it gets full and there is extra wood in the forest, it just stays there.
Also have a "waste" zone that mostly store unwanted things outside the base are. Things like dead insects, rotten animals and everything else I don't want.
But ultimately, the best way is to play with zone/container capacity. Instead of a big storage zone, you can have multiple, one per each type of item.
