After you noticed the CPU usage settling down, did your performance go up?
I was using high quality spec in game, I cant play the game even I changed it to the lowest
Whats your driver version? Also try to manualy clear the shader.cache file again.
Try version NVIDIA GeForce: 581.57 or newer specificly.
Was again recommended right now after the Update by capcom:

I know that some people give out Jesters for blatant ignorance, but I am not one of them. I feel it is silly to reward stupid behaviour. Go farm your jesters elsewhere. (they are deserved if you think many people aren't still having issues; as they say: read the room.)
Thats the thing, you should not sue the latest one, but the specificly recommended one (581.57).
Second, I know the deal. I've been testing Nvidia drivers thanks to Marvel Rivals all year, and also have been building computers for over 23 years, both professionally and personally.
Third, it's not the driver at issue. If anything GPU is STILL underused. The issue still lies in CPU. Previously I would hit about 88% usage with occasional jumps over 100%, but now it spends more time at 100% than 80%. The one saving grace I have is despite constantly stuck in Turbo it stays under 80 degrees Celsius so there is no chance of thermal throttling and it stays in Turbo at ~4.27GHz.
And mind you no other game in my library pushes the 5600G over 80-85% usage, so before the cracksmokers arrive claiming we have terrible CPUs, I'll just curtail that by saying I'm not buying a new CPU for 1 game, when over 900 others still work with the current one, including newer titles.
