Higher resolutions can lead to smaller huds and UI. This is the same with Day of Defeat and CS 1.6. I found it best to play in a lower resolution, such as the infamous 800x600. As far as i know, these games HUDs and UI dont properly scale with modern resolutions like 1080, 2k, 4k, etc.
If you look at spires and .txt files long enough, you can probably figure it out. I don't think many can be bothered explaining it. You can probably piece it all together from old guides out there for various GoldSrc games.
Here's a 1080p and 1440p pack by grens. (I hope they don't mind me sharing). https://www.mediafire.com/file/0v30apssn6io4n9/Default_Larger_HUD.rar/file
You need:
Outdated regarding upscaled sprites, but if gives you an idea of what to do: https://www.quaddicted.com/webarchive/www.planetfortress.com/tfc/mod/sprites.shtml
Here's another guide that should provide help: https://eo.steamhost.cc/steamcommunity_com/sharedfiles/filedetails/?id=2265943705
The same applies to the crosshair. You need to make the spr (image) bigger.
