extraction shooters need that PvP Element their entire Gameplay Loop is centered around that "feeling"
if you diversify the playmodes and split up the playerbase you would essentially remove a large group of players from the main game mode in the long run it would hurt more then benefit
The short run would be a sudden spike in player activity, followed by a massive exodus of bored PvE only players that dont want to get back into the now oversaturated "normal" servers by PvP Players because everyone on the edge about PvE left for the off Gamemode
so instead of the occasional aggressive Raiders you now have permanent KoS in every Raid you participate, which wouldn´t be fun either
keep the playerbase together, try help your fellow raiders but dont be afraid to go for a sneaky kill here and there either
as long as you dont go "full psycho" and kill people on extract without reason, and dont loose your humanity and help fellow Raiders in need, the game has a wonderful funture and is continuing to be nicely balanced adventure

The economy has to be separated, or people will sidestep challenges and POIs will vanish.
As a friendly player who loves the tension hostile players bring, who treats this like a stealth game and social game, I won’t have emerging cooperative encounters anymore, which will remove a lot of variety.
Once we get this, people will complain about how boring and shallow the PvE mode is and demand even more developer resources just because they couldn’t read a label or always get their way.
