If all resolution scaling, AI and traditional, is turned off and your resolution is set to the correct one, you should be good as long as you have enough VRAM. Make sure settings like resolution, upscaling etc. is also disabled in NVIDIA control panel / AMD Adrenaline. Adrenaline had Super Resolution on for just GoW for some reason and disabling that finally did the trick for me.
Ultra Textures use around 5-6 GB VRAM in this game and it will default to low textures on some models if that is exceeded.
Also make sure your pagefile is properly set up and picked up by God of War, as many have reported it just uses 1024 MB despite of what they've set in Windows. It's being used heavily to stream textures and might cause these issues as well.
This game's shader is a little on the blurry side in general - make sure it is actually blurry and compare it to YouTube videos with the same resolution and settings.
